How strong are p clips ?

can you use them at the base of a pannier rack ?
I recently installed an aldi rack to my subway disc using the bolt points half way up the seat stays as the brake unit prevents me from using the proper holes.This means the front top of the rack is maybe 1 cm behind the seat post and i can feel it on the back of my legs which is annoying so would using p clips on the bottom of the rack be strong enough or is it a case of bit the bullet and get a disc specific rack ?
I did buy a seat post rack and it does not fit the seat post as the subway uses a 31.8 ? , for how much i paid for it posting it back for a refund would be uneconomic.

@cyberknight be careful with the Aldi rack.
The 2 rubber bits under it that should keep it level with the seat stay brackets, have a tendency to detach, making the rack fall backwards.
This happened to me, had a basket on the rack, the whole lot tipped backwards, fortunately I was in the park.
It also happened to a friend on a ride, same Aldi's rack.
I solved the problem by bulking up the offending bits in electrical tape and by securing the top of the rack to the seat post with a strip of inner tube.
Not very elegant but it works.

Did you tighten the bolts by the rubber bits on the seat stay arms as well once you had it level ?

Yes, I did, but they came lose with vibration from riding. Just noticed another bolt came undone from the seat stay. Think that rack needs checked every week or so, not very reliable kit.

Use some thread lock....it's cheap and should be part of every cyclist's tool kit IMO.
As to the original question, P clips are quite robust so long as the right size ones are used, and they're of reasonable quality.
