Is it possible to make a track bike out of an old steel frame, if not what is different depween a track frame and road frame??

It's possible but there are a lot of factors to take into account.

Different tracks have different requirements that bikes used on them must meet. If you intended to use the bike on an outdoor, shallow banked velodrome it would be quite easy to find a frame that was suitable. A bike that could be used on a modern 250m track would be harder to find and take more work to prepare. It would also be far more compromised in terms of handling and probably wouldn't be worth it.

The main differences are: bottom bracket height, higher on a track frame; crank length, shorter; geometry, generally racier; protruding parts (hangers, bosses, studs), none.

Basically only if the frame has track ends, if not then the answer is generally no, unless you're handy with a WELDER, or indeed a WELDER

TBH though you can pick a track frame up cheap enough, so unless you have the skills, time and materials I don't know why anyone would want the hassle of converting a frame, but if you do you must make sure the BB height is 11' or you won't be able to use it on a track anyway.

THESE are the regs for a bike for use on the Manchester Velodrome.

I've used my Fuji Feather on the track, but it was quite surprising the amount of changes I had to make to get it track compliant, and that's despite it being a track frame and fixed gear already!

Agree - it simply does not do the same thing, build is different, get a track frame from a decent suplier - steel would do as a start, then build up, ride, enjoy.
