For suspension forks if the "plugs" are at the bottom of the legs then they usually are hex bolts that hold the lowers onto the uppers. Loosening them will likely cause fork oil to leak out.

If these plugs are at the back of the legs instead do you have the forks' make and model?

They could be for various things.

They could be for brake hose guides, tapped holse for guard mounts etc etc, injection ports for grease(used to common on Manitou forks), they could be blow outs in case you over cook the fork on jump etc etc.

Check you manual as all manufacturers have their pet features, some of which never took off.
