I was dragged for 400 yards behind a horse, which was quite scary with iron shod hooves and all that, but behind a car still clipped in! That driver must have known that he was dragging the bike, possibly the rider as he stopped, reversed to lose the bike and then carried on.

I think that's a little unfair. The Police do their best I'm sure.

The accident was witnessed by others including two other cyclists that he was with, presumably his mates.
Why didn't they get his reg number?

in some parts of the uk, im sure they do but speaking from experience they seem to actively avoid placing blame.
