Help me set up my brakes (video inc)

Hi, just got a touring bike with some cantis but I can't get the front one setup correctly.

Can someone point me in the right direction? I've attached a video of the problem, one of the brakes is always in contact with the wheel. I guess I need to do something very simple to fix this but after an hour of fiddling I can't work it out!

There should be a small screw on one of the arms which will enable you to adjust the spring tension and thus enable you to centre them properly.
