Help in identifying 1920's bicycle. (previously 2920's ...)

Hi I have several large frame bicycles at the moment. I'm pretty sure that they are all late 20's or early 30's bikes. I know what make they all are apart from one of them. Here are some pictures of it. Could anyone help me identify it please? And also confirm what age it is too?

I was looking through a 1931 Hercules catalog and they did the same sort of mudguards. I can't find any catalogs older than 1931 though.

I can see where your coming from with the BSA link. However, BSA only used a small round knurled nut for the steering lock. The mystery bike different device. I'm pretty sure it is a SWIFT.
