Help identify old singlespeed

Hi. First post hope someone can help, been given this I know the William s crank, gb brakes and looks like lycett saddle, but no idea of frame.. It has nervex stamped lugs. I would like to restore but would love to know maker.. Thanks in advance

I can't help you, nice project though. I'm only posting to comment that the bar taping technique used is somewhat unusual!

Thanks so much for help so far, here is serial number and headtube....it looks like it said genuine VIC ...?! I've no idea as it looks like an original old transfer...but as other parts are of quality for the era, I.e Brampton pedals,williams crank and looks like Dunlop rims, Nervex lugs it I feel it must have been someone like Taylor or Mercian..any more help would be great, thanks.
