Headset stuck any ideas?

Not sure if this is the right forum so apolgies if not. I stripped down one of my bikes to change a few things and noticed thst the headset sounded and felt rough so I took it to a bike mechanic to remove it as I havent the correct sized spanner and he said that he couldnt undo it so I tried another bike shop and they rang today to say that they also couldn't remove it. I have asked them to spray some penetrating fluid into it and to have another go tomorrow when i get there. I wondered how easy it will be to cut through the locking nut with a dremel type tool I have without causing damage to the steerer threads( its a miche 1 inch threaded headset)if if the above doesn't work? any one have experience of getting headset locking nuts to move?

Unusual for a locking nut for a headset to get stuck, they don't have a lot of threads to resist a vice and a lump of wood at the base of the fork crown applying load?

Is it a standard thread or a left-hand thread. The latter you may just be tightening it.

If yo do decide to cut it, two cuts opposite each other. Not all the way through, however make certain you've cut through on one, on the top. Old screwdriver inserted into one and tap with a hammer.

Quick update. Called in at the bike shop and they had tried all sorts including light heat from a blow torch but to no avail. I then tried to use the vice technique mentioned albeit with a shorter lever but nothing so gave in and cut through the locking nut carefully on three sides and then chisel to finally remove it. Inspection of the steered threads show a flattening/squashing of them down one side of the tube so no idea how that occured but i have jist left the forks with another bike shop to re do the threads. Hopefully be road worthy soon. Just need a new headed that is of the same stack height as there isn't much thread showing. Thanks for all the helpful replies much appreciated
