If some numpty  has overtightened the headset top cap in order to eliminate slight 'knocking' when doing the 'rock bike back and forth with front brake on' thing, so that the steering is now a bit 'bobbly' (not smooth, but rideable) is it basically replace the bearings time?

If it keeps loosening then yes although mine started doing it and I took out the bearing and put a new one in( 8000 miles) and it was still loose so I greased the integrated cup and it was fine , I think the old bearing was actually ok but the integrated cup is worn a little which could mean if it gets worse the frame is goosed .

One danger of overtightening bearings (if ball types) is that it damages the bearing tracks in the races. The only cure then is to fit a new headset. However, it is definitely worth readjusting the head and seeing how it feels, the hypothetical person may get away with just adjusting them!

The hypothetical guy just tried that, and steering still feels 'notchy'... loosening it back a bit means the 'knocking when rocking' comes back. Think I've crushed me bearings

Sounds like your balls are well worn , over use maybe

The silly thing is, they were only replaced in June (at LBS)... then 'knocking' was happening after a long ride, I tightened things up... and it looks like I overdid it a bit. It's rideable, but don't want to do further damage. Will pop along to LBS and get him to do it (I'm pretty mechanically useless)

It actually could just have 'knife edged' the spacer thingy. Try replacing the bearings as a 'crowded race' i.e. Ball bearings only.no retainer.
