stand next to bike.
hold front brake on.
rock bike back & forwards
are the forks moving in the frame?

if so the headset needs tightening up.... and soon before anything else damaged.

Check the front wheel bearings and also the quick release or wheel nuts. If there is any play in them it can be felt at the bars. Rattles and vibration travels all over the bike. If there is no movement at the bars with the front brake on it is unlikely to be the headset. But if you would like to see how to adjust the headset bearing, look here--http://www.sheldonbrown.com/gloss_ha-i.html#headset
