Headset modification

Hello
I purchased a new suspension fork with a 1 inch steerer tube along with a 1 inch threadless headset. It turns out my head tube is a different size so I was thinking I could weld the two headsets together to make all the parts fit. Would this work?

You mention "two headsets" and "a 1 inch threadless headset". What dimension head tube is the 'other' headset made for? And what, after "thinking" do you think the answer might be?

the other headset is 1 1/8 and the new one fits perfectly into the old one so I was thinking i could use the old one as a headtube reducer

Above item is 1 1/4" to 1 1/8" reducer - the OP has a (new to them) 1 inch steerer tube along with a 1 inch threadless headset to fit into a 1 1/8" head tube aiui.

The link text says 1 1/4 to 1 1/8 yes I know, but if you look at the webpage the actual item in the size options list is a 1 1/8 to 1 reducer.
Also check the questions and answers lower down the page, where they specifically say for fitting 1" forks and headset.

Q&A:
"I have a Specialised Secteur frame and a new fork which has a 1" steerer. Will this made the fork fit the 1 1/8 headset on the frame?"

SJS Customer Service:
"These shims are indeed what you need. They are designed to fit into the frame first then allow you to fit a 1" headset and a 1" fork."

Sounds like the best solution.
