Headset loose after re-assembly

Bike is a Cannondale CAAD10.

Bearings and all other parts are installed correctly - I've installed a couple of headsets so am familiar with the process.

The headset had become a little loose so in my infinite wisdom I decided to remove the fork and do a clean/regrease while I was there. On re-assembly once the SI compression plug is tightened there is still significant movement left in the fork.

Could the compression plug have fatigued and need replacing?

Hmm, correct torque used? Headset bearings seated correctly? Sometimes it helps to put a little bit of weight on the front of the bike when tightening the headset.

Is the compression plug tight within the steerer? That is, before you pre load the steering by tightening the top cap bolt?

I disassembled and gave it another try this morning. No idea what caused me so many problems last night, but it is now working fine.

Thanks for the input tho.
