handlebar-stem shim ?

Got a new project, building up an old frame for touring/trekking duties. Just trying to fit an old road bike stem and the bars are i guess 26.2 but the stem is 31.8 clamp size. Can I use something as a shim in the short term to see if the position works?

Alternatively I buy some new bars, and could take some recommendations for a flat bar tourer.

Standard size road bars are 25.8mm, oversize are 31.8mm. You shouldn't really try to shim that amount on the bars. So fit a newer set of oversize bars or find an old stem

That was my gut feeling, have flipped the existing stem for now which gets close to the same position. Bar recommendations still welcome.
