Being a local I need to read this. Just can't open the PDF on my current device so will take a proper look later.

I dare say the drivers will be complaining that they want to introduce more cycle lanes, bus lanes and it looks like they want to get the local highway authority to ticket people sitting in the hatched yellow boxes, and other "moving traffic offences" I wonder if operation close pass would be considered in that remit?

Boardman's team has met with a few of the local councils, and they each have to have a flagship scheme.
They have not been too keen (wanting to build more cycle lanes where they will not inconvenience motor vehicles), but it seems the people Boardman has surrounded himself with have encountered this before, and they have steered the meetings to a better conclusion for cyclists and pedestrians.
