Absolutely. The driver had time to sound the horn (assuming the horn sound was coming from the car in the video) but omitted to take any avoiding action.
Worse that that, the driver did not wait to overtake. Clear case of dangerous driving I'd have thought.

Thing is, I see riding like that, not with the fancy foot work, but loads of illegal leccy MX bikes locally, or indeed big engined MX bikes.
Two idiots ended in a bad accident at the bottom of our road last week, the local village idiots facebook page was 'that's two less'. Family member kicked off, but it turns out they weren't kids, 21 and 25 riding illegal Moto Cross bikes at speed in a school 20 zone - driver just didn't see them (driver's fault though).
Some driver (nut case) will do this again.

Criminal behaviour by the driver. Not sure there's any laws against riding a bike 'trick style' on public roads.
