I often find close passes as much of a buzz as a frightener, but I am inclined reluctantly to agree with Red Light on this.
Much as I get a tickle from some close passes, I hate to see them being inflicted on my loved ones.
I'm afraid I don't see it happening in the UK - or being passed in the EU and copy/pasted to the UK like the HRA was.
A shame, as it would make cycling even more fun for most people than it already is.
It would take quite a few prosecutions to make it have any resonance: See the slow impact of speeding and drink-driving legislation and the currently-almost-zero impact of mobile-while-driving legislation.
Good idea nonetheless and yes, it would be good here.
