Gents Phillips bicycle question , help ?

Hi I received this bike this week and know its a Phillips by its head tube badge . It been modified over the years by its previous owner and had a spray job but is there anyone out there who can tell me what it is . Name , year etc .. Thanks to anyone who can help..

looks good and love those lugs , there use to bwe Reynolds 531 model but its name escapes me at mo

What's the seat post size? That may help identify the tubing.

The cable guide brazed to the left side of the bottom bracket means the bike was intended for a fairly late model front derailleur; but is it original? Any sign that this (and other stuff) has been brazed onto the frame before the respray? Were it not for this, I would say it's a high end Phillips club style bike from the 50's, their equivalent to the Hercules Kestrel, Norman Invader and Rapide, Armstrong Moth, and the like.
