gear problems

hi i am having problems with my gears i have a 9 speed shamino sora system but it doesnt seem to work very well. i have tried adjusting it but nothing seems to work. the problems are the front chainring will shift up but the "clickers" on the shifters wont allow the gear to drop back down.
the second problem is the chain does not seem to go throgh all 9 gears..... Will apreciate all advice and help thankyou.

1st how old is the chain?
2nd is the dry/mucky?
3rd how old are the cables?

everything is about a month old and there is no dirt I did look at the cable of the back and it is a bit freyed...

How much fiddling have you done with the screws on the mechs and the cable adjusters?

Lol i had done quite alot but i have fitted a new cable now just a basic one and it works fine again Thanks for your help everyone.
