Does it matter that my front wheel touches the front of my shoe when my crank is at 3 I clock and I turn the bars?

I would imagine when cycling along you would never turn the bars enough for the wheel to make contact?

Not a problem - just be aware when travelling slowly and when you may want to turn the bars. Both my bikes have toe overlap and you just get used to it.

If I am sitting on my bike - not moving - my toes touch the wheels too. I have only just noticed this today. I have never come off because of it so I am guessing that its normal.

It's called toe overlap.
It happen's with some bikes. You just learn to live with it.
My Van Nicholas has more of a toe overlap then my Spesh Roubaix.

are you wearing clown shoes?
are the forks on back to front?
do you have big feet and a short bike?

What do you mean? Many bikes have toe overlap. Indeed, I think all 4 bikes in my house have it. Neither my wife nor I have big feet, dodgy forks or a particularly short bike. I would even propose that if you don't have toe overlap on a road bike, you have an unusually long wheelbase and it will be a touring bike.
