Front shifting under load

I'm trying to fix up a cheapo mountain bike for a friend. I've done a fair bit already: chaning gear and brake cables, brake noodles, truing wheels etc., but I'm struggling to get the FD (triple) adjusted well. I can get it shifting nicely on the stand, but if I'm going up a slight hill it's reluctant to shift down from the middle to the small ring and sometimes the chain seems to loop back up the underside of the chain ring (chain suck?) or get stuck between rings (not sure which it is). I'm guessing the shifting problem is due to the tension on the upper part of the chain when under load. Does anyone have any tips for fixing this? The FD is a bottom of the range shimano job, but I'm not sure of model.

If the problems only occur when trying to change to the smallest ring, check the limit stop screw. It may not have quite enough movement.

Otherwise, check cable routing, make sure it moves freely, paying particular attention to where it goes under the BB shell, probably on a plastic guide which can collect muck or get damaged.
