The European Commission has approved the move which will abolish flights between cities that are linked by a train journey of less than 2.5 hours.

They can introduce the same rule in the UK any time they like. It's not likely to have much effect, given that there aren't too many flights between Glasgow and Largs. Or London and Portsmouth. Insert your own slow train journey here..

There are a fair number of flights from Birmingham to London though, and that is around a 2 hour train journey.

That would put a stop to almost all commercial helicopter flights.

Flights between Birmingham and London, are you sure? A quick google tells me I need to go via Dublin! And checking arrivals/departures at Birmingham also shows zero to or from London.

Unless you meant Manchester, which is about 2¼ hours by train from London, so about as far as you're likely to get in the UK within the stated time period. So it would affect one destination. You would still be able to fly London to Newcastle, Edinburgh, Glasgow, Aberdeen.
Glasgow to London (x4 airports), Southampton, Manchester, Bristol, Inverness, numerous islands.... just for example.

While you could certainly fly from London to Birmingham in the past (and to East Midlands, which is a comparable distance), those routes haven't been served for many years.

Almost all UK domestic air traffic, as alluded to above, is either to/from Scotland or involves over-water flights, and so is outside the scope of short rail journeys.
