Can't figure out frame sizing. is it different across all types of bikes?

My hybrid is a 21inch, it's a tad high when I am stopped I guess, I lean slightly to one side with my foot out, or tip-toe slightly, but feels good when I am actually riding. The other day in a LBS, a 21in road bike felt bloody massive! And an 18inch MTB seemed about right. Back onto my 21in hybrid, feels fine!

Why is it all different to, a 21 Trek road bike felt to big, a 21 raleigh road bike felt fine? Why isn't 21 inches the same in everyones world?

Are there different "size guidelines" for different types of bikes? Are you supposed to feel higher up on a road bike and not touch the floor so easy?

If you feel stable when you're stopped I wouldn't worry too much about leaning a bit to one side if it isn't too extreme. With respect to frame sizing, assuming the frame isn't completely silly for your physical dimensions, it's essesntially all about reach and hence the effective (horizontal) top-tube length plus that of the stem. And of course one manufacturers interpretation of frame dimensions can be different from anothers given compact frame geometry etc. If you can't properly touch the floor, and when you lower the saddle there isn't enough clearence between you and the top-tube, then the frame would be the wrong size. This is all why the general concensus is to try a bike out before buying it - if that's possible.
