Frame identification help needed

Can anyone help me work out who made this 531st frame? It doesn't look like a Raleigh or Dawes from the seat stays or Holdworth or Evans from the forks. Am assuming post 1982 from the 531st decals and lever braze ons. The dropouts are unmarked.

The seat tube junction and stay fluting is exactly the same as my Ian May 531ST frame, although the arrangement for the rear brake cable is different on mine. The lug pattern is also the same.

Edited to add that if mine has it's original wheels, and it's a big if, the hub stampings date the bike to 1987, but mine is caliper braked, not cantis. I would suggest this frame is more like 1990-ish because of the brakes.
