Forks to handlebar connection

I read somewhere here there is no such thing as a stupid question.

I often get accused of wanting to understand the most silly things by the wife and here's todays

Do forks protrude all the way through the bike frame and then the "stem" it seems to be called, is attach to it?
Or is there a connection hidden inside or something.

Yep,

Assuming you have an Aheadset, the steerer tube that is on the top of the forks comes through the headset and the stem clamps onto it.

For older/cheaper quill stems, the stem goes down into the steerer tube and a wedge is pulled up to jam it into place.
