Does anybody know the size of the top piece of the headset the round circle part with the bolt through it for my bike a carrera tdf 2013 does 1 1/8inch sound right?

I'd be surprised if it's not 1 1/8", that's fairly standard on modern road bikes.

Okay thanks and I also need to know if the bolt is : M6 (Metric 6mm thread) 35mm in length

Which bolt? The one that holds the top cap on? AFAIK they're all a standard thread. You can work out how long it needs to be by measuring how far down your steerer the star-fangled nut is. The bolts on different top caps are normally interchangeable.
