flat handlebar angle ?

Just built up a flat bar bike and the handlebars have an slant (?) so the ends are not the same height as the stem .
Now are you supposed to have the ends higher /lower/forwards/backwards compared to the stem?

I always thought backwards in relation to the stem. But I don't suppose it would really matter, whatever feels best for the rider. It's not like you're altering the steering geometry or anything.

My hybrid bars point back and the frame is a little too short for me. I did think about rotating them so they point forwards, giving me a little more reach
