Fitting Pannier Rack

Can I get a panier rack to attach to this bike?

Most conventional racks are intended to attach to braze ons on the seat stays but you don't have those as far as I can see. I think you should be able to modify the supplied fittings to mount onto those holes in the brake bridge, or you could use P clips on the seat stays.

What mounts does it have down by the axle?

Easy, provided it has mudguard/rack eyelets down by the axle.

ESGE brand also used this fitting. ESGE is now Plescher

I'd go for the 13mm ones

Easy - most of the basic racks fit this type of fitting. Check out E Bay etc. Bolts to the holes you show and the ones down by the axle.
