fitting pannier rack to women's bike

I bought a Tortec pannier rack for Mrs W, but the rack fixing points on her bike (women's geometry) are so low on the frame that the rack will be nowhere near level using the standard rack stays.
I've seen the seatpost clamps with rack mountings, but the seatpost clamp is still way too low. Is there such a thing as a seatpost fixing that doesn't double up as a clamp, i.e. will fit round the seatpost not the frame?
Any other ways of doing this? Extra long rack stays?

Topeak do some very long rack stays, as I need them for my Revolt, which has the same issue. You can also get seat clamps with the rack mounting points in them.
 
I had a similar problem . This probably isn't advisable but I just bent the stays enough for the rack to sit level. The rack has had fully loaded panniers and camping equipment on it with no issues (yet).

Your replies lead me to check the Topeak rack on my bike, which does have pretty long stays.
So Mrs W's bike is now sporting a somewhat used Topeak rack, and my bike has a splendid new Tortec rack!

Additional cost = £0 (promised to clean all the crud off the Topeak rack though)
