They come with mudflaps IME. If not, an ordinary drill will do the job with no problems. Just make sure you centre pop the spot so the drill doesn't skip.
I think it would be easier to drill. Getting a self tapping screw to start in this type of plastic could be tricky.
I used double sided tape to attach a plastic bottle flap on my Carlton (I didn't want to drill my lovely chrome plated guards) and it's still there two years later.
Not all SKS guards come with mudflaps. My P45 did, but the Bluemels didn't.
With the Bluemels, I drilled two holes using a standard 5mm drill bit. I used a thick zip tie and tied my addition to it (the plastic packaging that came with my Michelin Krylion tyres). Been fine all winter and expect it to last several more.
You could go for a more professional solution and use a nut and bolt with a washer.

Sometimes they need a little trimming to fit, but they work great and can be quickly removed, if required !
