By "Lycra-clad" they mean "wearing no lycra whatsoever". In the eyes of the Mail every cyclist is the lycra clad spawn of Satan and Atilla the Hun. Wear Jeans, donkey jacket, and a sequined ball down and theyd still describe you as lycra clad if you own a bike.
