Ebay is this a scam

You see an item on ebay, you order and pay for it, you get notification on delivery, but nothing turns up.
You email them item not arrived and you get a refund, but the item is still up for sale, so they have had your money for X number of days.
This has happened four times in the last few weeks with differant sellers

There seems to be a few sellers doing this. I wonder if they're hoping 'buyers' forget to claim?

eBay tracks claim levels so surely must know who these are.

Probably is a scam with interest rates what they are now.
