The top of my bars and the flat of the hoods slope backwards for a comfy position. Looks slightly odd on this photo with the old Tiagra on my winter bike, but it looks fine on the summer bike with Sram. Either way, it's comfortable for me, the hoods facing down doesn't suit my wrists (broke the left one when I were a lad). Get it set up to suit you, and do it before you tape the bars!
EDIT: The pic below is slightly confusing, the top of the drops actually runs in-line with the angle of the stem.
I was once told the ideal starting point is to imagine a line drawn straight along the bottom section of the tube, continue it for a couple of feet, and have the bars set so that that line runs directly thru' the bolt that secures your back brake to the frame.
I read in one book that you should start with the lower flat section parallel to the ground and imagine a line going through that, it should intersect with the bottom of the levers.
