It's one of those things - if you know how to add bottle cage bosses to a frame you wouldn't be asking.
If you don't know, then you shouldn't be doing it!!
And you won't be needing a tap. Definitely not.
You need rivnuts.

I would get one of those clip/strap-on jobbies. My guess is that the wall thickness of the tube isn't great enough to provide a simple tapped hole that's reliable for a screw. If you need to add a press-fit bush insert it means drilling a much bigger hole...not a good idea if you want to avoid stress concentrations in thin wall tube.

Just guessing.
