Downham Market Bike trouble and Riding buddy

Hi Folks
I could do with a little help with my road bike if there is anyone in Downham?
gears need tuning but that isn't a problem. The main problem is the wheels-seem to be buckled and dented? It's like the rims are made of cheese, I could do with someone's input whether I need new rims after a month and just over 100 miles?

My back wheel feels like it's trying to take off when I go any faster that 15mph?

Someone said it may be cassette bearings but I have no idea???

It would also be nice if there were some other riders around? a group or something? There are other riders around that I pass when I go for a cycle.
