Do new wheels come with rim tape?

yes

should also say. If you do get the RS20's. Make sure you add more grease into the hubs. Mine were near bone dry when I checked.

I built up a bike with new RS20's yesterday. They had a blue plastic rim tape type band on, so, yes. However, my rear wheel rattled on every revolution, so i had a bit of an operation getting the tape off before a huge chunk of plastic fell out of the inside of the rim. All sorted now, but i was expecting to have to cut the shimano band and replace the rim tape. Sure yours will be fine.

They come with the rim tape in place
