Disc brake problems again...

Took some advice on my Tektro front discs as they were squealing and rubbing. Sanded the rotors and pads, cleaned the rotors with muck-off, and it didn't make any difference at all. So, bought some MTB AVID BB7's and they are doing exactly the same thing. Even with no tension on them, and both the adjusters let right out, they are rubbing. What's wrong?? Help please, can't ride the bike like this!

For the squealing, try chamfering the leading edges of the pads so the rotating disc sees a ramp rather than a sharp edge.
