Thats a fugly thing, I wouldn't ride that for anything other than a TT.

More of a triathlon bike that as you'd unlikely to be able to use in a TT due to the fairings.
It's seriously ugly. TBH it will be compromised on all round performance - it's just designed to go fast in a straight line. It's a pure race machine. You'd soon get piddled off riding i up and down hills and round corners.

There's nothing stopping you riding it on the road if that's what you want.
You do seem to have a bit of a thing for these types so why not give it a go and get it out of your system?

I have no shame, I really don't. Embarrassment is something that happens to other people, but even I wouldn't be seen riding that other than in a competition it was intended for.
Handling will be 'interesting' at best. Heaven forbid you should ever try to ride it on a breezy day, you might need a change of underwear.

That photo is not a generic photo, it is of a specific bike, either taken at home by the OP, or posted to ebay/FB marketplace or similar.

I would not ride it any distance even if someone gave it to me for free; it doesn't look practical for road use and I'd be scared of side winds.

I'd give it a go certainly, I've seen stranger things whilst out and about, it doesn't look terribly practical though and I'd worry about damaging it.

The fairings, saddle selection, and a few other bits suggest it's a triathlon bike - not a TT bike. You do triathlons?
A road bike with 80mm deep wheels and clip-on bars will provide more aero benefits than the entirety of this frame (with photographed wheels). So if you're desperate to be more aero - that would be a cheaper option.
