Just got a frame and thinking on getting it 're painted
When taking of decals is it possible to re- use them ( if so how )

The ones I have are really hard to find in fact I can't find them they are mid 80.s
( NERI E RENZO)

Or another option is maybe getting some copies done if this is possible anywere in UK

You could try taking pictures of them and take their dimensions so that they could be reproduced to the correct size. What are the colours ?
Are they transfers / decals or vinyl ?

That's a really nice frame. You might be able to get a graphic artist to draw them up for you in Adobe Illustrator (or similar) and a signmaker to use the file to provide the vinyl decals, but the cost probably wouldn't be cheap.

I did a Google search for images and found this:

Any old bodger (such as myself) can get you "in the ballpark" (or should that be velodrome?) with a basic clone of the design.
If you want an absolute replica you'll need someone decent. These were designed by hand, by talented people (usually) and replicating the exact subtleties of the stroke widths and positions takes time. You'll also need much better quality and resolution photos to maximise the chances of success. Anything other than face-on looks distorted and so it's not clear what's down to camera angle and what's the idiosyncrasy of the original artwork.

I've had a crack at the head-tube badge, just for larks (and because I love head tube badges). It was a minor distraction during the early phases of today's Omloop but even this took a couple of hours.

Matching colours can be tricky and the typefaces are often hard to replicate (I just used something close but there are obvious differences.)

That's great idea if i design them myself may i ask what app did you use
