Some cyclists are like daffodils.
My local has had bare sheffield stands outside all winter. Last week, just because of a bit of sun, they all popped up and I had to find a lamp-post down the street

Should be a rule that only regular patrons using the facilities year-round in all weathers should get to use them when the sun's out
