This is on a section of 70mph dual-carriageway which would be bypassed by the southern branch of the Lynn and Fakenham Greenway rail trail, which Norfolk County Council have stopped work on and proposed a zero budget until 2023. http://www.klwnbug.co.uk/category/announcements/developments/rail-trails/

I really don’t like riding on dual carriageway A roads. It’s legal, but . It’s not good that the alternative route seems to have been shelved either.

Some social media reports suggest he may have been crossing that barrier road (which could cut 1½ miles off some journeys) rather than riding along but it's far from clear yet.
