Cycling Shorts

I need some black cycling short’s(to wear over cycling leggings). Due to the weather being unpredictable I want something that can be used in all weather conditions, Especially when its raining.

I have a budget between £20-£45. But I would need a bit of convincing to spend anything over £30.

I would be grateful for the help.

Do you mean over leg warmers or tights, never heard the term cycling leggings before?
Do you want padded shorts, if so you wear them under tights.
If you want something to wear in bad weather why are you looking at shorts, a decent pair of bib tights would be the answer.
Your budget is unrealistic if you want a product to do everything you are asking for.
