For inclement weather in not that cold temperatures I use a lightweight Craghoppers jacket on shopping and work trips on the ebike. The one I bought in 2017 suffered a broken zip and they have refunded the purchase price under their lifetime guarantee as I had already bought a replacement; the alternative was to have the refund knocked off the cost of one.
