Cracked rim?

So... I Hit a pothole today pretty hard so that made me check my wheels over once i got indoors. I noticed on both wheels, the exact same place opposite the valve are 2 what i believe are cracks/fractures in the wheel. The wheels are the standard ones that came with the bike ( allez) i bought in april so are probably just average wheels. This seems a pretty thick question but on wheels that arent super expensive is this where they have just been quite poorly made as when i run my nail over the metal part of the wheel its just very slight feeling where i feel my nail hit something not 100% smooth.

I think its the joint of where the rim is fused together, When its been manufactured.
Take off the Tyre and tube and check inside

As tissot said it looks like the joint.
take the tyre snd tube off so it can be thoroughly checked.Check for it being true as well that should confirm it.
