Country gent on scooter with dog

Cycling into work, I just saw a country gent-type chap in one of those waxed Barbour jackets and broad brimmed hat on a child's aluminium scooter being pulled by white Staffordshire Bull Terrier with a black patch over its eye.
I didn't know quite what to make of this, nor did the other bemused onlookers, but both looked like they were having great fun!
