Could this be the worst frame repair ever?

Spotted this in a local repairers a few weeks ago, asked if I could buy the double Shimano chainset. It was missing a back wheel. The guy said "oh no were waiting for the owner to come for it".
Still there weeks later and I suspect will be well into the future too. Actually was quite a nice frame.

Actually was quite a nice frame.

It looks like a weld, not a cosmetic one, but a weld.
It might be stronger now than it was new.

Though it could be a chewing gum with some road dirt sticking in it too.

I would ride it to find out.
