Noticed the rims on my Road bike have worn a lot over winter  Running my nail across the wall of the rim I can hardly feel the groove any more, assume this means its almost time for new wheels.

The current hubs are shimano tiagra.

I only really use the bike for commuting and Early Sunday morning rides and I'm always going over pot holes, at 11 stone

Could anyone suggest a good strong wheel set for commuting or whould I be better off getting the wheels rebuilt ?

I have a pair of factory built Mavic A319's with Deore hubs on my hybrid, good value for money, very strong and good for commuting. A few places on the web or LBS's will hand build them for you at not much extra cost.

I think they are called entry level wheels but they are far superior to the standard wheels my bike came with.

What's your budget?

Shimano RS20's seem to be pretty bombproof and the hubs are fully serviceable also.
I have ridden them on a 35 mile round commute over the pot holed streets of SE London from the tail end of last summer, right through the crappy winter to date with no problems whatsoever.

I've got a pair of Fulcrum Racing 7's that I use for commuting/winter training. They've taken a few knocks from potholes and I've just serviced the freehub and done the bearings - cartridge type so very easy to replace. To be fair, the bearings only lasted 1,500miles or so, but the LBS mechanic has a pair and his original bearings lasted the same when ridden over winter. I hit something big, big enough to put a little dent the rim, but the wheel remains true, I'm quite impressed.

+1 for fulcrum 7, had bike for a month and a half (about 500 miles), have accidently hit large pot holes and they seem very robust. Shame about the constant punchures
