Mainly that he never quite lived up to expectations...

He raced during the period of USPostal doping, was part of it and then wasn't at Garmin. So he has more credibility than a lot of US cyclists of that generation. Opportunities undoubtedly were denied him - he seems a nice enough guy who like most of the pro-peloton's GC riders might have done better but then that is often the way in cycling.
