Yes I can, Yes I am, Yes I did...Repeat.
Looks like the tyre isnt seated properly.

I would deflate the tube, loosen the valve ring screw thingy, gently push the valve up into the rim a bit, then push the tyre down around the tube so that it sits properly in the rim (squeeze the tyre walls together ) the inflate the tube a little, tap the tyre at the valve position making sure it is still sitting in the rim properly, then inflate fully...dont forget to go around the tyre first before fully inflating pinching both walls to check for pinches...you dont want to see any tube sticking out from under the tyre.

It looks like the inner tube could be trapped between the tyre bead and the rim. Let out the air and go round the tyre with your fingers to check that there is no trapped tube. If you can see rim tape all the way round, you are probably OK.

My guess.

My guess is you have followed the guidance given in many places and fitted the tyre near the valve last?

I find if I do that i end up with the result you have shown, as the tyre cannot fit round the fatter bits of tube around the valve

I prefer to fit the tyre near the valve first, I push the tube well into the tyre, seat the tyre on the beads and pull the valve fully through, then i work around the tyre evenly on each side of the valve, "stretching" the tyre as i go.

If both tyre and tube look normal when off the wheel, it looks as if the edges of the tyre may not be properly seated within the rim.
The tube is reinforced (thicker) at the point where the valve is fitted to it and this can prevent the tyre from seating properly, or can cause the tube to get nipped between tyre and rim. Pay particular attention to tyre and tube at the valve, push the valve stem into the wheel to ensure nothing is trapped, when satisfied that all is well, partially inflate tube and check thoroughly again before inflating to full pressure.
Good luck!

Woops i'm a bit late:biggrin:

Strangely enough, I had exactly the same problem as lazy this evening, putting some Conti GP 4 Seasons onto a new pair of Fulcrum Racing Seven wheels. I just couldn't get rid of a couple of bulges, one by the valve and the other elsewhere. Not having talc to hand, I tried all sorts of kneading and stretching and multiple de/inflations. The tube wasn't trapped but the bulges simply wouldn't go away.
I took the bike out for five miles......and Bingo!. It now runs true. I guess that the pounding and pummeling effect of London's roads bullied the beads into position.

The old freehub was on the way out and both wheels were worn so I figured I may as well get a complete new pair.
Believe me, I tried all combinations of massage and inflation...
