Gel seat cover may be causing chaffing rather than curing it's one more thing to rub against.

The combined wisdom seems to be less padding on the saddle equals more comfort / less chafing over any kind of distance.

As for saddle set back, I have mine set so that my kneecap is vertically above the pedal axle when the pedal is in the three o'clock position.

Lose the gel pad, get some sudocreme. What shorts do you have? You may need better ones that fit well

I would agree with getting rid of the gel pad.
Also agree with what 'mattobrien' said about setting you saddle.
Finally, yes, you can get seat posts with setback. They seem to be the norm.
Hope you get things sorted soon.

I had a chafing problem due to excessive setback! I was effectively sitting on the start of the nose of the saddle, rather than my weight being taken by my sit bones on the wide part of the saddle. Pushing my saddle forward fixed the problem.
