Carbon Fork - Should I Be Concerned?

Just noticed this - looks like the paint is bubbling slightly or could it be the carbon itself? Is that normal for a bike approx 4 yrs old and is it anything to worry about?

It is the paint.

I assume an alloy steerer. Most likely slight corrosion in the alloy under the paint if alloy steerer/crown.

Have had that on forks before , alloy corrosion at work not sure anything to worry about .
